Bet9ja Challenges Regulatory Shutdown in Nigeria

KC Gaming Networks, operator of Bet9ja betting brand, is challenging the Enugu State Gaming and Lotto Commission’s closure of its retail outlets in Nigeria, denying allegations of unpaid fees and tax obligations.

The shutdown was executed on February 9 following an ex-parte court order obtained by the state regulator. Bet9ja has now pledged to pursue legal remedies through the High Court of Enugu State.

Disputed Allegations

Bet9ja maintains it owes no “legitimate fees, levies, taxes or outstanding payments” to Enugu State authorities. The company highlights its 12-year operational history in the state, describing itself as “a model corporate entity” with consistent compliance regarding license fees and Gross Gaming Revenue remittances.

The operator claims repeated engagement attempts with both the Gaming Commission and State Internal Revenue Service failed to resolve the dispute. Bet9ja stated it “will not be stampeded into paying levies or taxes it does not generate from Enugu State,” suggesting the disagreement centers on revenue attribution calculations.

Broader Implications

The case illustrates the operational challenges facing retail betting operators in Nigeria’s multi-layered regulatory environment. State-level authorities possess significant enforcement powers, including court-ordered closures for licensing and compliance matters.

If the dispute proceeds to substantive hearing, it could establish important precedents regarding state authority over revenue assessment, license revalidation, and GGR remittance obligations for operators with decentralized retail networks across Nigeria.

Bet9ja has assured agents and partners it is working to reverse the closures through proper legal channels.
